Should States Require Gun Owners to Carry Firearm Insurance?
As states seek to curb mass shootings, one approach has garnered interest among legislators, local officials, and academics: require gun owners to carry liability insurance. The concept is that by forcing individuals to pay for insurance coverage against the potential cost of a gun-related accident or injury, the individual will have a strong incentive to act responsibly and carefully manage their firearms.
Firearm insurance for gun owners has been raised several times in Congress, most recently by Representatives Jason Chaffetz (R-UT) and Mike Thompson (D-CA). It has also been promoted as a solution by anti-gun activists in the wake of various high-profile shootings, including the recent massacre in New Zealand.

But while many homeowners and renters insurance policies may provide liability coverage involving guns, it is typically limited in scope or excludes gun-related incidents. And while some insurers offer “excess” or “umbrella” gun owner liability coverage, it is often only available through membership in a specific firearms association.
